Grassroots Arts Projects 2010-2011 The Grassroots Arts Program (GAP), a program of the North Carolina Arts Council (http://www.ncarts.org/) provides per capita-based funding for arts programming to all 100 counties across North Carolina ensuring opportunities for citizens to experience the arts in their own communities. Asheville Area Arts Council is proud to serve as the county partner to distribute Grassroots Arts Program funds to organizations in Buncombe County!
